Food hazard, especially chemical hazards, like the pesticide residues and heavy metals pollution, mainly from planting and breeding process before food processing, only can be controlled in the primary stage .Certification is an important means to ensure food security from the institution and the system. Our country attaches great importance to the control in the primary stage. Now we have basically established from the fields to the table, whole process management food and agricultural products certification system, which access to international standards and adapt to the condition of our country.This paper mainly introduces food production quality, safety control model and its role of the control function in pesticide and drug residues in the primary stage .
